If you're a newcomer to Vancouver and want to improve your English, there are genuinely free programs funded by the federal and provincial government. No catch, no hidden fees. Here's what's available in 2026.
LINC (Language Instruction for Newcomers to Canada)
LINC is the biggest free English program in Canada. It's funded by the federal government and available to permanent residents and refugees (not on student or work permits, unfortunately).

- Free assessment at a local centre to determine your level (CLB 1-8)
- Full-time (5 hours/day) or part-time (2-3 hours/day) options
- Free childcare available at some locations
- Classes cover everyday English, workplace English, and Canadian culture

ELSA (English Language Services for Adults)

How long does LINC take?

Can I study LINC and work at the same time?
